Data sources for producing reports based on forest management planning data

Source data for this group of reports falls into two categories:

1. Data for forests managed by SF NFH
2. Data for forests outside SF NFH management

For forests managed by SF NFH the source data for generating forest management planning reports is the following:

  • Updated stand description as of 1 January of the year of the update, originating from the State Forests Information System (SILP). The data is processed and updated in individual forest district databases. Each year, at the moment when the updated information for a forest district is inserted into the database, after the staticical form LPIR4 has been submitted by the forest district and approved by the appropriate RDSF – only then the datasets are transmitted to BDL.
  • Stand description according to the forest management plan as of 1 January in the year of updating data in BDL computing systems. If the copy of a forest district’s database contains information from the forest management plan (PUL) effective from 1 January of a given year, the data is flagged appropriately. If the forest management plan data is missing due to delays in the plan preparation, the plant data is imported into BDL databases as soon as the contractor of forest management plan provides such information to the State Forests.

For forests outside the SF NFH management the source data for creating forest management reports is the following:

  • Stand description according to the simplified forest mangement plan or forest inventory, scheme of forest ecosystems conservation in national parks as of 1 January of the annual database update in BDL computing systems. The information is collected from institutions that supervise forests outside the SF NFH, mostly county governors’ offices and national parks.
  • Up-to-date stand description – as the forest supervisors outside the SF NFH management do not forward to BDL their current annual stand descriptions including changes in forest condition (i.e. calculated increment of timber, stands age, changes in utilizing, performed operations) thus BDL computing system does the update for 1 January of every year. The methodology of the update process is included in separate analytic documentation. It should be also stressed that the adjustment of databases due to their updating does not reflect the condition of forest in real environment. It is only a simulation of possible changes in forest stands, which can be done only on the basis of available stand description data. The information extent of stand description included in forest management plans, simplified forest management plan, forest inventories and forest ecosystem protection plan, is very variable and heterogenous, therefore the data used as a source to create forest management reports is processed and then aggregated to the statistical units. Only the aggregated data is the source for forest management reports. The algorithm of making statistical units is presented on the picture.
